Listen, Plan, Execute

Programming / Master Planning / Pre-construction (Phase 1)
- Meet the Owner and designated Consultants and engineers fine-tune the plan and gain the consensus required to proceed.
- Assembling all the available information from earlier planning and due diligence efforts, and then develop a comprehensive Project Plan which breaks down the job into attainable goals. The Project Plan describes the general parameters for the project content and objectives, costs and schedule. This Project Plan will contain a description of the project elements such as standards to be used, engineering criteria, and an overall statement of the goals of the project.
- Project Schedule (overall timeline) - Prepare a computer generated CPM schedule showing all the tasks necessary to complete the project from a global perspective. This "Owner's Schedule" is not intended to take the place of the detailed contractors construction schedule, but will incorporate its milestone dates once approved. The project schedule will include responsibilities and deadlines for the exterior and interior improvements with input from the architect, engineer, contractor, Owner's FF&E coordinator and other key players important to the critical path of the project 1
- Project Budget Prepare a preliminary budget with cost targets using input from the Owner, Contractor, Design team and other independent due diligent reports and estimates
- Coordinate consultant and design team to meet project preconstruction schedule and budget.
- Review progress billings from all resources and submit to Owner in a timely manner for consideration.
- Chair meetings for coordination of the project team.
- Provide design suggestions to target Owner budgets (Value Engineering)
Implementation (Phase 2)
- Lead Prequalification process for all Consultants, Contractors and Vendors.
- Prepare Bid Documents for Owner's Consultants, Contractors and Vendors
- Prepare bid analysis of allbids and make recommendations for approval.
- Assist in negotiation, preparation and execution of Owner's Consultant, Contractor and Vendor contracts.
- Development of the selection criteria, preparation of requests for proposal, management of the interview process, assistance in the selection, and finalization of contracts. Owner will approve all consultant and vendor selections, and enter into direct contracts with all prime team members.
- Implement the Project Plan through management of the design process, and construction. Identify, interview, and assist owner in retaining the remaining vendors required to implement all aspects of the project.
- Review with the architect and engineer in preparing the final detailed program of requirements and bid packages.
- Assist in contractor negotiations with Owner and establish the required construction team in reviewing bid packages and contract format.
- Attend the bidder's conference with the Design Team, and assist them in addressing any questions, or addendum during the bidding.
- Assist the evaluation of the bids, review bid summaries for conformance with the contract documents, and prepare a comparison of the bids to the project budget for Owner review and approval.
- Work with the Architect and the General Contracting Team to review the different design phases, which are developed for conformance with the requirements, budget and schedule.
- Assist the team in reviewing and obtaining Owner approval of the construction documents prior to their issuance for pricing and permit.


Construction (Phase 3)
- Conduct regular meetings (bi weekly) with the contractor and consultants to review job progress and resolve technical and/or scheduling problems. Prepare and promptly distribute minutes to Owner, Architect, contractor and vendors.
- Perform periodic weekly onsite inspections of the improvements to verify that 1) the work being billed for in each Payment Request has been completed in accordance with the Plans and Specifications and contract documents, 2) that the Project schedule is being maintained as attached to the construction contract and 3) that the budget is being maintained. 4) to help to resolve any design disputes, resolutions, changes or additions in the work or design, and to maintain team continuity 5) to help the contractor with City or Building Dept related issues that may arise.
- Make written timely reports, (meeting minutes, and photos) to Owner, indicating progress of the overall design and construction schedule and any other issues that may arise. Identify delays in the Project Schedule and make recommendations to Owner about alternative actions to achieve the original schedule.
- Keep owner informed on a regular basis regarding project status via email, phone, or in person meeting as needed.
- Review construction changes, owner changes, design changes, and building department changes and consult with Owner to determine any budget, schedule, or quality impacts of each and then recommend for approval or denial.
- Review pay request from the Contractors and other consultants, prepare and maintain monthly Cost Control Summaries and make recommendations to Owner regarding payments.
- To define and expedite decisions needed to assist the project team members in meeting their schedule commitments.
- Review overall project budget early in the construction process, and to assist the team in meeting their individual and collective budget commitments.
- To assist the team in setting and achieving appropriate quality standards.
- To develop the work products needed to minimize potential misunderstandings between Owner, the design and construction team and their vendors.
- Serve as focal point for communication regarding design and construction matters amongst Owner, general contractor, vendors and architectural/engineering consultants.
- Assist, as necessary, outside vendors or contractors to provide for the orderly installation of improvements constructed by Owner vendors or contractors. Primary coordination and responsibility of FF&E is by others. Help facilitate coordination with the contractor and design team during construction.
- Review the construction schedule, and actively pursue actions to maintain the overall project schedule.
- In conjunction with the general contractor, review the design solutions against the budget at each major stage of the design process to minimize re-design when documentation and pricing are completed. The final budget will provide a basis for cost control throughout the project.
- Advise Owner promptly, with confirmation in writing, of a potential breach of contract by the Contractor or Design team.


Post Construction Closeout (Phase 4)
- Direct the preparation of punch list(s) by Owner, architect and general contractor at appropriate stages of the project and monitor completion of punch list items.
- Confirm completion of construction and review punch list.
- Make recommendations for final payment for all vendors including contractor and design team.
- Coordinate execution of certificate of substantial completion and final payment.
- Coordinate closeout of all consultant and construction contracts.
- Provide final analysis of project expenditures. Arrange for the delivery of as-built drawings, operating manuals and warranties from the general contractors and vendors.
- Monitor and review all Contractor's, subcontractors, material suppliers, and other consultant's preliminary lien notices related to the Project sent to Owner.
- Obtain and review all necessary conditional and unconditional lien releases, such releases to be in a form and content satisfactory to Owner.
